The term "spin" is an American term for political postering. It involves twisting facts to suit your political bent. "Spin City" was meant to convey the show's dependence on politics as a plot device.

How and why did Jennifer Esposito (Stacy) leave?
I remember tuning in to the season premiere in September of 1999, only to see that Jennifer Esposito was missing from the credits. I then saw the introduction of Heather Locklear.
Stacy was replaced by a temp, Gail, in one episode and then by James in subsequent episodes of that season. Her absence was never explained, nor was she mentioned again after James took over her duties, although Paul has one comment in Gail's first episode: He accidentally calls the temp "Stacy," then explains that he doesn't have the time to learn new names.
She said in an interview that Spike Lee told her to get out of TV and into movies or she'd be stuck there forever. Jennifer Esposito wanted to pursue a movie career, so she left.
I agree that Stacey was by far a funnier character, but if the actress wants to leave there's little they could do. In my opinion the show suffered a great loss when Jennifer Esposito left the cast. She complimented the ensemble and the material brilliantly.

How and why did Connie Britton (Nikki), Victoria Dillard (Janelle), and Alexander Chaplin (James) leave?
We never did get and explanation in the series as to why James, Nikki and Janelle left after season 4. They were gone the first episode of season five when Charlie Sheen took over. You probably know that the show was shot in New York during the 1st, 2nd, 3rd and 4th season but when Michael J. Fox left, the show was "transferred" to LA My idea is the actors who played James, Nikki and Janelle lived in NY and didn't want (or couldn't) go in California. That could explain why theirs characters left the show. In my opinion most of the spirit of the series got lost there. I read that Connie Britton left because her characters screen time was smaller when Heather Locklear (Caitlin) joined the Spin City crew, but don't believe a word, you read in the tabloids. It's sometimes absolute garbage!
